The Bureau is offering up to 1,000,000 $MBI for verified, on-chain information regarding ongoing Binance-platform conduct and the public accountability of Changpeng Zhao.
Following his release from federal custody in September 2024, Zhao has publicly returned to crypto-industry advisory roles, including appearances at industry conferences and investments in adjacent ventures. His residency in the UAE complicates further U.S. jurisdictional reach. Despite the conviction, $CZ remains one of the most-followed individuals in the crypto industry.
In November 2023, Zhao pleaded guilty to violating the Bank Secrecy Act and resigned as Binance CEO as part of a plea agreement with the U.S. Department of Justice. Binance simultaneously agreed to pay $4.3 billion in fines and forfeitures — the largest crypto-related settlement in U.S. history at the time. The DOJ's case alleged that Binance, under Zhao's leadership, willfully failed to maintain an effective anti-money-laundering program and processed transactions involving sanctioned jurisdictions and entities.
Zhao served four months in federal prison and paid an additional $50M personal fine. Separately, the SEC and CFTC have pursued civil claims alleging Binance tolerated wash trading, market manipulation, and the operation of unregistered securities offerings. Following his release, Zhao has remained active in crypto industry circles and has been linked to ongoing ventures, including reported advisory connections to other major industry players.
