About the Co-Deputy Director

Co-Deputy Director Tokabu shares deputy responsibilities with a separately-appointed counterpart of the same name, an arrangement that has been the subject of some confusion both inside and outside the Bureau. The Director's Office has declined to clarify whether the two Co-Deputies are related, the same individual operating in different capacities, distinct individuals with a coincidental name overlap, or something stranger. Bureau spokespeople have consistently directed inquiries to the operational portfolios rather than the personnel matter.

This Co-Deputy Director's portfolio covers Operations, KOL Forensics, and the CT Undercover Operative Program. Under his oversight, the Bureau has substantially expanded its embedded intelligence capability within Solana memecoin alpha groups and paid Whop communities. He has personally supervised the operational coordination of more than 15 active undercover operatives across CT.

Priorities

Co-Deputy Director Tokabu has publicly committed to expanding the Bureau's KOL Relationship Graph — the internal database mapping paid-promotion relationships between influencers, deployer wallets, and market makers — from its current ~400 documented relationships to a target of 1,200 by end of 2026. He has also overseen the recent formalization of the Bureau's procedural standard for handling pseudonymous-operator profiles, including the maintenance of provisional profile records where on-chain attribution is incomplete.

In coordinated leadership with his counterpart Co-Deputy Director, he has also pushed for the Bureau's expanded post-LIBRA monitoring protocol covering livestream-launched memecoins.

Personal

Co-Deputy Director Tokabu maintains a low public profile and has never appeared on a podcast. His office is located on the second floor of the Bureau's primary field office, adjacent to the office of his counterpart Co-Deputy Director.
