Heart's career arc spans from a pre-crypto mass-email marketing operation (the subject of past spam-related litigation) through to becoming the founder of HEX, PulseChain, and PulseX. At its peak, HEX reached a market capitalization of approximately $85 billion. The token has since declined approximately 97%. Heart remains an active poster on X under the handle @RichardHeartWin, including from his period as a fugitive, often publishing defiant messages such as "It feels great to be wanted."
In July 2023, the U.S. Securities and Exchange Commission filed civil charges against Heart and PulseChain alleging unregistered offer and sale of $HEX, $PLS, and $PLSX, raising more than $1 billion from investors, and the misappropriation of approximately $12.1 million of investor funds for personal luxury purchases including Rolex watches, the Enigma diamond, and other goods. The SEC was reportedly unable to serve Heart at his Helsinki residence and ultimately resorted to substituted service. In early 2025, a U.S. federal judge dismissed the SEC case on jurisdictional grounds, finding that Heart's token sales did not explicitly target U.S. investors. The SEC chose not to refile.
However, Heart's legal exposure shifted dramatically to Europe. Finnish police initiated a tax-fraud investigation in 2024 amid discrepancies between Heart's self-reported income and Finnish tax administration assessments. On September 13, 2024, Finnish authorities issued a remand order in absentia for gross tax evasion involving alleged unpaid taxes estimated in the hundreds of millions of euros. On December 22, 2024, Interpol issued a Red Notice. Heart has since been listed among Europol's Most Wanted Fugitives. In January 2025, Finnish police seized approximately $2.6 million in luxury watches (primarily Rolexes) from Heart's Espoo residence. Heart's current whereabouts remain unknown. The Bureau notes that Europol's listing also references separate criminal charges outside the parody scope of this profile.
